A conservation plan was prepared by the practice for Liverpool's finest civic building, and arguably the finest neo-classical building in Europe. The plan defines the cultural significance of the building and its contents and was used to set out the policies that would be appropriate to enable that significance to be retained, or recovered, in its future use and development. Following the completion of the conservation plan the practice alongside business consultants produced a development plan for the first phase of proposals to the hall. The identified purpose of the proposals was to restore St George's Hall as an active multi-functional venue that reflects its importance as part of Liverpool's heritage and allows the building to play a full part in the life of the City.
